Plot

In Los Angeles, a gang of bank robbers who call themselves The Ex-Presidents commit their crimes while wearing masks of Reagan, Carter, Nixon and Johnson. Believing that the members of the gang could be surfers, the F.B.I. sends young agent Johnny Utah to the beach undercover to mix with the surfers and gather information.

Johnny Utah arrives in Los Angeles carrying a blown knee, an FBI badge, and exactly zero understanding of who he actually is. The case is absurd on paper: bank robbers who surf, rob, and disappear with the tide. But the ocean doesn't care about paper. Utah goes under, finds a tribe, and discovers that Bodhi isn't just a suspect; he's a mirror. The real investigation isn't about the Ex-Presidents. It's about whether a man built for systems can survive contact with someone who has rejected every system entirely.
