Plot

When the president of Russia suddenly dies, a man whose politics are virtually unknown succeeds him. The change in political leaders sparks paranoia among American CIA officials, so CIA director Bill Cabot recruits a young analyst to supply insight and advice on the situation. Then the unthinkable happens: a nuclear bomb explodes in a U.S. city, and America is quick to blame the Russians.

Jack Ryan, a CIA analyst, is recruited by CIA Director Bill Cabot to assess the intentions of newly installed Russian President Alexander Nemerov. As tensions rise between the United States and Russia, Ryan uncovers evidence suggesting hidden forces are manipulating both nations. President Robert Fowler faces mounting pressure from military advisors while Nemerov struggles to control factions within his own government. As acts of violence and political provocations accumulate, Ryan works alongside operative John Clark to trace the source of the crisis. Each discovery arrives against a backdrop of escalating suspicion, bringing two nuclear powers closer to a potentially irreversible confrontation.
